A person or group with half of a symphony, creativity, and a passion for music is called a musician. They also possess a unique talent for transforming their thoughts and emotions into melodies using an instrument. People can see and hear musicians anywhere in the world. They can be found in fiesta, birthdays, weddings, and shows. Moreover, here in Malolos, many talented musicians and bands have formed.

One of the most highly esteemed musicians you can encounter in the charming town of Malolos is can be found or also known as "PHACTO Bulacan." This office isn't just about music; they are a community of treasures, a living spirit of arts and culture that thrives in our hometown. The " PHACTO " office has a meaningful background name, the 'Provincial, History, Arts, Culture, and Tourism Office' that started on January 01, 2015. Under this is the official provincial band named Hiyas ng Bulacan.

The Hiyas ng Bulacan Provincial Band was created on a memorable day, August 15, 1983. This talented band comprises members from different towns and cities across Bulacan. What's truly shocking and exciting about this band of musicians is that most of them are volunteers. They come together for financial gain and because of their love and passion for playing music. They are currently under the administration of Governor Daniel R. Fernando and Vice Governor Alex Castro. The Hiyas ng Bulacan Provincial Band comprises forty-three (43) members, led by Dr. Eliseo S. Dela Cruz of the PHACTO. They are also in a partnership under the leadership of Band Master Virgilio Andan and Musical Director Maestro Felicito Sacdalan. By this, Hiyas ng Bulacan made a community of talented musicians; not only that, but they also made history back then.

Legacy

In 1983, they organized a music competition called 'BULARICA,' which involved Bulacan, Laguna, Rizal, and Cavite participants. For the first time, the area of Bulacan secured victory as champions in the BULARICA competition. The legacy of Hiyas ng Bulacan continues, and their journey is far from over. Their music remains a masterpiece of art that keeps on inspiring, entertaining, and making history. Malolos is not just their home: it is also the canvas on which their musical excellence starts, shines, and keeps reminding us of the beauty and power of local arts and culture.
