 Sa paglipas ng panahon ay noong ika-4 ng Disyembre taong 1999 ay ang katedral ay itinaas sa Minor Basilica ng Immaculate Conception, maraming pag papa-ayos ang nangyari rito partikular na sa patyo ng simbahan at sa paligid. Ang mga yugto ng Patio Development Plan ay kinakatawan ng mga estatwa sa ilalim ng puno ng Kalayaan Tree, ang Memorial Cross sa harap ng Basilica, at ang Presidential Gate.
