According to the Secular Clergy Pre-1900 Philippines database[1], Father Don Rafael Canlapan was: born in Bulakan, Bulacan 1831 August 8?; ordained as a subdeacon in 1857; served as coadjutor (assistant priest) in Malolos, Bulacan around 1877(?); Died 1903? [2]
"Si P. Rafael Canlapan ay isang tunay na makabayan. Naging koadhutor[3] sa parokya ng Malulos mula noong 1874 hanggang 1892, naging katulong sa pagpapalaganap ng mga aral ni Plaridel at inilipat sa Imus, Kabite, noong 1892 dahil sa pagiging kalaban ng mga Kastila."[4]

Noong Oktubre 10, 1888, sa isang korespondesya, kabilang si P. Canlapan sa mga inilista na nangungunang mamamayan ng Malulos na kasama ni M. H. Del Pilar na nagpapakalat umano ng mga ideyang laban sa relihiyon at mga Espanyol. Inilarawan siyang kamag-anak o matalik na kaibigan ni Del Pilar. [7] Sa korespondesiyang kumpidensyal na ipinahatid ni P. Felipe Garcia (kura ng Malolos, kumontra sa mungkahing paaralan ng mga Kababaihan ng Malolos) noong Oktubre 14, 1888, tinukoy niya na isinasagawa ang mga kasuspesuspetyang lihim na pagpupulong sa tahanan ni P. Canlapan. Minsan umano ay isinasagawa ang mga pulong sa disoras ng gabi na ang layunin ay segundahan ang mga paglaban sa Maynila kontra sa mga relihiyoso.[8]
Iminungkahi naman ni Manuel Diaz Gomez na mabubura ang filibusterismo sa Malolos, na ayon sa kanya ay nasa murang estado pa lamang, kung mawawala ang dalawang "masasamang espirito" na sina Del Pilar (pulitikal) at D. Rafael Canlapan (relihiyoso). [9]
Sa pag-alis ni Del Pilar sa bansa noong 1888, itinatag niya ang Caja de Jesús, María y José na ang layunin ay ipagpatuloy ang propaganda at magpa-aral ng mga mahihirap na kabataan. Isa si Padre Canlapan sa mga naging kasapi ng caja.[10]
A street is named after him, Canlapan Street, City of Malolos.
