The eldest of six children of Jacinto Sempio and Lucia Gonzales, he married Sixta Villanueva, with whom he had five children. He attended public elementary and high schools. He taught at Bulacan Elementary School for a while, then studied law at the University of the Philippines while working as a clerk at the Bureau of Customs. After his father died, he dropped out of college and wrote for a living. He was a member of Ilaw at Panitik, Anino, and Espiritista Cristiana.
